1.The association shall be called the “Salisbury & District Bowling Association”.
2.The objects of the Association shall be:
a)To promote, foster and safeguard the amateur, level green, game of bowls for all in Salisbury & the surrounding district.
b)“To adopt and enforce the current laws of the game as laid down by “Bowls England” Laws of the sport of Bowls. Crystal Mark Edition or by any subsequent edition.
c)To hold an annual Mens Singles Competition.
d) To hold a Mens League Competition.
e)To hold Mixed Inter-Association Matches.
f)To hold Association Gala Days, or a Pairs and Triples Knock Out Competition..
g)To interpret, all difficult and doubtful questions of law and practice and to arbitrate in all differences when called upon by Affiliated Clubs or Members thereof, through the Secretary of the Club.
3.The Association shall be open to all bona-fide Amateur Bowling Clubs whose application for membership is approved at the Annual General Meeting. Every application for appiliation must be made to the Secretary of the Association and be accompanied by a list of Office Bearers, the address of the Hon. Secretary and the address of the Green.
4.Association Member clubs shall pay an annual Affiliation Fee. This fee to include up to two entries into the league from each club. The fee should be paid no later than 31st May in each year. Any club failing to pay the fee by the above-mentioned date, shall forfeit all the rights and privileges of membership, unless the Executive Committee is satisfied with the reason for the delay.
5.a)The affairs of the Association shall be conducted by an Executive Committee consisting the President, Vice President, Immediate Past President, Honorary Secretary, Treasurer, and the League and Competitions Secretary. These Officers apart from Immediate past President will be Elected at the Annual General Meeting. The Executive Committee is completed by one Executive Member from each Affiliated Club. All decisions taken by the Executive Committee shall be binding.
b)Association Member Clubs will in rotation nominate a Club Member for the Office of Vice President. All nominations for Vice president shall be received by the secretary before the 31st July each year. Failing which the club will revert to the end of Presidential nominations roll. The nominee will serve the year previous to the Presidency as Vice President and the year after as immediate Past President. Newly affliated Clubs will be eligible to nominate a president after all the existing Members Clubs have nominated.
c)The Executive Commitee shall have the power to fill any vacancy during the year with regard to any of the Officers.
d)The Executive committee shall meet as often as the business of the Association demands. Five members shall form a quorum of the Executive committee. At each meeting, the Hon. Treasurer will give a summary of the Association’s financial position.
6.a)The Annual General Meeting shall be held in the month of November each year. Thirty days notice will be given for the Annual General Meeting. Eighteen Members entitled to vote shall form a quorum. All affiliated clubs shall be entitled to be represented by two Delegates in addition to the Executive Member. The names and addresses of the the two Delegates, should be forwarded to the Association’s Hon Secretary, prior to the meeting.
b)Members of Affiliated clubs may attend any General meeting and take part in the business, but only the Officers of the Association, the Executive Members and the Delegates shall be permitted to vote.
c)Special General meetings may be summoned by the Executive Committee or on the requisition of an Affiliated Club. Any Club requisition, must state clearly the motive of the matter at issue and be signed by the club “Office Bearers”. The notice calling the Special General Meeting shall state the purpose for which the said Meeting has been summoned. No other business shall be transacted at this meeting. the Hon. Secretary shall fix the date of special Meetings as soon as possible after the request has been received, with at least 7 days notice.
d)Notices of Motion shall be submitted by:
a)The Executive Committee.
b)An Affiliated Club.
c)Individual Affiliated Club Members through their Club Secretary.
The motions of the Clubs and Individual Members must be received by the Association’s Hon. Secretary, no later than 21 days before the date of the Annual General Meeting.
7.The Honorary Treasurer shall render to the Annual General Meeting a precise and audited account of the income and expenditure of the Association for the past year. Copies of the balance sheet, shall be sent to every affiliated Club, seven days before the Annual General Meeting. The Association will, at the Annual General Meeting, elect two persons to scrutinise the Association’s accounts.
8.The Executive Committee shall be empowered to adjudicate upon any disputes referred to it, arising between or amongst Affiliated Clubs, or any Members thereof, as to the meaning or interpretation of the laws of the game, or any of the rules, practice, policy of complaint which it shall hold to be within its jurisdiction. The subject of reference of appeal, must be stated in writing to the Association’s Honorary Secretary, who will call an Executive Meeting to deal with the matter. Parties concerned may be present and heard at the Executive Meeting. The decision of the Executive Committee shall be final.
9.It shall be competent to the Executive Committtee, after due investigation of the facts, and if the need be, the examination of witnesses and relevant documentary evidence, to suspend or determine the Membership of any Club, but with the right of appeal to a specifically convened General Meeting within twenty one days of the Executive Committee’s decision. Such an appeal shall state the grounds on which it is made and shall be in writing.
10.The Association Badge will be presented to any Affiliated club Member who has represented the Association in the friendly matches against President’s Teams, other Bowling Associations and Indoor Bowling Clubs. Qualification for the Badge shall be three matches, but with only one match counting in any one year. The cost of the badge shall be borne by the recipient.
11.The Bowls England’s Child and Vulnerable Protection Policy should be adopted by the Association and all member clubs should also adopt the policy.
Each member of the Association shall (to the extent that such a person is entitled to recover under any policy of insurance) be entitled to be indemnified out of any and all funds available to the Association, which may be lawfully so applied, against all costs, expenses and liabilities whatsoever incurred by such person in proper execution and discharge of duties undertaken on behalf of the Association or arising therefrom, or incurred in good faith in the purported discharge of such duties.
12.All member Clubs should be covered by a Public and Civil Liabilities Insurance Policy.
13.In the case of the Association being dissolved, all assets should be sold and the proceeds together with and monies in hand or in bank accounts should be shared equally between Member Clubs at the time of dissolution.
14.The Association may only be dissolved by a vote of 75% majority of all voting members present at a Special General Meeting called in accordance with Rule 6(c).
15.No Member in the name of and at the expense of the Association, incur any debt, or other liability without the given authority of the Executive Committee.
16.Alteration of, or alteration to, any of the foregoing rules, shall be made only at the Annual General Meeting or at a Special General Meeting convened for that purpose. 21 days written notice of the terms of such proposed alterations, must be given to the Association’s Honorary Secretary. (Except when it is a recommendation from the Executive Committee.).
